I would like to edit this game, I hope that if it can be edited to make for example mario and luigi dream team ds or mario and luigi superstar saga ds, I want to do it and the question is: there is an editor for this game

There's Yoshi Magic. It's not very good and can't edit a whole lot, but it's something. Definitely not advanced enough for Superstar Saga DS or Dream Team DS.

It's not impossible. It is capable of editing certain things, mostly battle related IIRC. As for Sonic colors, no, not outside of model/music swaps.
