I don't think that was ever intended to be made into an actual level. It was probably just a demo to showcase the Mega Mushroom.

I think all of the levels they showed at that point weren't really meant to go into the final game.

Ah okay. But I don't really get what sort of theme this test level has. Those weird houses on the background. Is there some place in the "world of Mario" that looks like this? Or it it pure randomness?
