Re-open the .NCG and .NCL with NSMBe (not bg editor, 2d texture editor). There's a button that allows you to "import bitmap with or without changing palette (with in this case).

I think if you can get the animations working well, the background would be great for the standard Underground. It's definitely a refreshing change from the usual dank cave BG.

I got that part down its just the fact of it showing in-game instead of the lava background xP.

Well then, it's in the area settings. You open the level, then, where you can manage the area settings, you click a tab named "graphics". You will then have the option to change the bgs and the tileset.

I like the clouds here, but I really don't like the recolored grassland hills. It looks like the game's palette file got corrupted.

I have to agree with Freeze here. Also that particular palette swap doesn't really look natural, even for a Mario game.

Much better! And the hills are darker to make it seem more like night time.

Would fit with a Grassland-themed World 8 level. Especially in New Super Mario Bros Wii, since there are evil clouds that kill you when "touched" in NSMBWii.

I love that SMB3 Tanooki Mario BG. Great for a Secret Area.

I especially like the second one. Probably because of the background hills.

But I think the clouds aren't enough visible... It looks like there's only one cloud.

The first, well... Perfect recollor.

I was making a underground BG which fitted with Dirby's underground tileset, but when I import the new picture the bg goes all cranky and has corrupted graphics. But when I import the original (blue one) back it works normally and does it fine.

And same thing happens to the bottom underground bg. And the progress bar actually moves slower than when importing the blue underground.
