Customizing power ups require ASM hacking, which is essentially coding. If you want to retexture power ups, there's tutorials for that, like making the Fire Flower into an Ice Flower

I went through a hell of a time retexturing mine. Dunno if anyone else has but I wouldn't bother. There's separate images for each screen. The top screen on the world map, the bottom screen in a level, and the actual item itself in the level. The ones in the level have animations as well, and then multiply this to each power up. Then you have to deal with the limited color pallet, and if not done correctly, the power up you edit will look fine, but the others will be messed up.
