Using Mario Kart Toolbox, how would I be able to edit character models? Im planning on adding new characters like Vilager to the game

you can't do that with MKTB. you need to use the nns blender plugins.

I use an online program called TinkerCad, I dont use Blender. Its the same one that Nintendrew used to make his old custom amiibo video

haven't really messed with mario kart ds but don't the player models need bones?

The only alternative to using Blender here is using Maya or 3DS Max if you can get hold of an old enough version of them as well as the SDK Nitro plugin. So in other words, there's no alternative. The closest to an alternative you have is ass2imd, which doesn't support rigs, so unless you want t-posing characters with no animations, it's not an option.

Yup. Most of the default player models have 6 bones:
two for left arm
two for right arm
one for head
one for body
However, Peach's model has an extra bone for the ponytail hair (so 7 bones), and R.O.B.'s model only have 5 bones.

For custom characters, bone count doesn't matter; as I've tried making 8 and 10 bone custom characters and they work fine (one even has a full body; didn't cut the legs and animated them too)

CPU models are always static, so they don't need bones.

there's no use in having eight bones if it's not going to animate the extra bones though. also don't do full body. huge waste of polygons.
