I'm trying to import custom backgrounds into NSMB, but whenever I do this, it becames horribly pixelated and out of scale.

I'll supply a screenshot if needed, how do I fix this?

Read the BG Editing How-To for tips on how to improve BG quality. Also, make sure you aren't scaling up a small image to use for the BG. If that doesn't help, provide a screenshot so we have a better idea of what's wrong.

I'm scaling a large image down.

You shouldn't use a digital photo or something that is high resolution. It's best to use image that has not much detail or graphical image rather than photograph.
You may read the thread  Piranhaplant has given. It is very helpful.
