RicBent	kinda. IN older versions of MKDSCM you can reimport the the textures with any format you want.
RicBent	you can also do that with nsbmds if you first split nsbmd and nsbtx with a new version of it, reimport textures with the old version and then recombine the 2 files with the new version again
