You made a small mistake
See a lots of creative DS Hacking here Do you see the line above the goomba. Erase it with the rubber  (If its not a part of the feets of the frame above )

Your Goomba is placed wrong in the NCG file. Try to place it at exactly the same position as the original one.
Then it should work.

It worked for me. Try re-downloading the patch or the ROM.

What revision are you using? Try a different one.
