try importing your level into a level that had boos in originally. or try removing goombas and koopas from the level. and please share which one, if either, worked.

and the first suggestion? try copying the zone into a ghost house area and see if it works. toad house sprites may also cause this, so disable any sprite set todo with toad house sprites.

I don't think the bgs affect this. You need to put an actual boo into a level before you can use the Boo block.
