Graphics Editing would be the right place to post it.
Now for your question: Paint.NET sure has an option/function called "Image size" or similar. Click on it and then resize to 16x16 (Width: 16; Height: 16)

Well you probably won't want to resize the whole image to 16x16.
NSMB tileset images are 256x112 pixels. So they are made out of 32x14 8x8 tiles, which is the same as 16x7 16x16 tiles.

I recommend you create a 256x112 image for your tileset, then resize the tiles you want to import to 16x16 and put them into the tileset image.

I assume you wanted to resize a 24x24 tile to a 16x16 tile.
If you want to make a whole tileset to the 16x16 format, you will need to resize it like  Dirbaio said.

Doesn't actually do anything.

NSMBWii's graphics files (extracted from ARC files) are 384x384. What you want to do is take the 384x384 file, open it up in Paint.NET and resize the file to 256x256, then remove any semi-transparent pixels. This will give you 16x16 tiles, that you can make your 256x112 tileset out of.

This is what I do, but I use GIMP. So I couldn't tell you how to resize in Paint.NET.

EDIT: You want Image -> Resize (or Ctrl+R). Check "Maintain Aspect Ratio", then change either the height or width to 256 pixels. Remember this only works if you have 384x384 files, which can be found here, here, and here.

But you can't import a 256x256 image into a NSMB tileset, lol.
He'll have to rearrange the tiles to save space.

I don't recommend using Paint for resizing NSMBW Tiles. They can look very jagged depending on the detail of the tile you're resizing.

I would use GIMP, Because it smoothens the jaggie-ness when you resize it.

Paint was never mentioned... >.>

It was Paint.NET which is vastly different from paint.

And it does the same as GIMP, it resizes properly, and smoothens the image when you resize it...
