How can I change it?

Export it to Photoshop or Gimp. Edit it, and then import back in using the editor. Make sure you make a png file.

Umm...sorry I don't say my question clearly,
I mean change the pallete of the tileset.
I'm making nsmbw tileset,
But I need to make two tileset in one by using different pallete(0&1)
For example, there's 6 tower tileset

If you open the image and palette files from the tileset manually, you can edit the palette. Either Ctrl+click on a color in the palette viewer on the right, or use the Import all bitmaps with all palettes button. It says it's broken, but it usually works.
