Note that you'll need to LZ-Decompress the .nsc files before editing, and LZ-Compress them back after editing.

solution, after trying again and again I found a way it will not be very direct but not so difficult, let's go:

1.Extract the file d_2d_UI_O_1P_game_in_b_d_ncg.bin, we will use it later

2. open the file d_2d_UI _O_1P_game_in_b_d_ncl.bin, select add all and close the palette viewer and open the file d_2d_UI_O_1P_game_in_b_d_ncg.bin, press vision in 4bpp, and then leave it like that and download this image as a template and then use any image editorbeitgimp or paint.net then edit the image only in the box indicated by the "X", that x is the limit of height and width of the square so edit only that part no more and no less, once you have edited,save and close your image editor

3.then you will go to the 2d texture editor and select to import all the images and palettes once you have done it save and do not press save all, close the 2d texture editor

4.Replace the file I exported in step 1, then open the palette viewer again with the a fore mentioned file in step 2 and then open the .ncg file that you mentioned in step 2, then comes the annoying part will be addressed to palette 1 andyou will have to reactivate your image in the 2d texture editor and once you have restored it you will save but not press save everything and that's it
