It seems some front backgrounds change the scrolling slightly?

Using, for example, slot "29: Pipes" as background, you can't stop camera's horizontal scrolling in 16-tile-wide-zones limited by the "Scroll and Stop Mario sideways" sprites or levels with wrap-around enabled. It'll still try to slightly scroll and will look a bit glitchy. Using, say, slot 30 instead, nothing of sorts happens.

Is it known why this is?

Just changing the background id changes scrolling behavior?? Wut. Ive never seen something like this.

Yeah. Weird and a half.
Also, certain backgrounds load sound sets for bosses and the like.

No, they are used.

The Castle and Tower bottom backgrounds, if set to the first area of a level, will load the SWARs for the boss battle/boss battle victory music.
