Well, it seems that that is caused by sliding of a slope while braking before hitting the water. And that causes that Mario's slope sliding animation keeps going on until he stops (like sliding of a slope without water) or he got dragged away by those bubbles until he falls 1 block. This is more of a side note but clouds moving in opposite directions is literally impossible.
