That its a tileset. You can make a tileset that has text, and you can achieve something similar.

huh i am go to tilesets and then a tileset i click on opjects map 16 graphics or tile behavior
i click on graphics and then i edit but i can't Add text but description alone... |

Of course you cant The editor isnt like that. You will have to either draw them or export an image that has text
