If you want to change colors in the Koopa Troopa's pallette, open 'I_enemy_B_ncl.bin', because that's the palette which belongs to it. When you edit the colors with 'I_enemy_W_ncl' for example, nothing will change in NSMB.

• /obj/I_enemy_B_ncl.bin
Sprite fields:
Color: list at nybble 11: 0=Green,1=Red,2=Blue,3=Blue (stays on ledge). Red Koopas stay on ledges
In shell: checkbox at nybble 10 with mask 1. Unused. (If you select blue, it won't be a Blue Shell-item, unless you groundpound on it)
