If there is a DS emulator for android, you could try that. You'd have to dump a rom or find one on google too as a warning. However unless you can emulate it then no you can't play NSMB DS on your phone. Though I believe there is an emulator, I don't have android so I can't be too sure so someone else will have to correct me here if there is one that actually works.
