Sorry, but this is one of the stupid things of NSMB. There's only one "layer"* (that's how we call that) and you need at least two to put tiles behind other tiles like you want in that screenshot.

Ik werk wel vaak met paint.net dus met lagen weet ik wel hoe dat werkt maar van NSMBe is dat best wel stom dus ik hoop wel dat lagen worden toegevoegd maar bedankt

You know the Level Configuration, Objects, Sprites etc. tabs, right? There's one tab where you can see all views. Click on one of the Views shown in the list and then you can see the settings of the concerning View. You should see a Music setting somewhere there.

I don't know anyone who has managed to make a custom Title Screen level. But it is possible to edit the tileset of the Title Screen. Use the Search function of NSMBHD to find how to edit the Title Screen's tileset and how to set custom music in NSMB.
