There is a Background Editing forum here, but on to your question.

There aren't settings in your image editor that are going to produce better backgrounds. The reason for the quality loss in backgrounds is that NSMBe needs to convert your image to a limited amount of 8x8 tiles, which can be arranged to form the final background image. To get a better looking background try to make the image have areas of similar texture or color. Another option is to split your image into two pieces and use one for the top background and one for the bottom background.
