You probably havent used the correct palette. No wonder they are looking like that..

When I look with the tileset editor, they look perfectly normal.

But you didnt recreated any of the jyouto palettes? That could be a reason.

The two palettes are perfectly stick, if you see what I mean, and the map16 view is okay.

You have to replace bg_ncg/d_2d_TEN_A_J_jyotyu.bin too. It contains the animated blocks.
