Open the Bottom BG that does not work in the Background Editor. Probably it is empty or corrupted or elsewhat.

It's because of one of the view settings. I don't remember which one.

Its the setting "unknown 2(A)" and "unknown 1" IIRC. Set both to 0 to fix it.

Export a NMP Patch and import it into a clean original ROM. I am quite sure that will fix the problem.
If not, it is because you set something wrong in the area settings or view settings.
