I would suggest google Sketchup. Is an easygoing 3Dmodeling program. While its limited compared tot he professional ones, it lets create just what you want: levels.

You need the paid version in order to export to .obj, but they are free plugins that can be used in the free version to export to .obj.

Still, finding the serial key to the pro version is really easy

I think making 3D Models might be hard to do,but to edit 3D models I would use sketchup. It seems easy once you know how to use the program.
<Silvreus>It has been 1 month, 4 days, 2 hours, 21 minutes and 3 seconds since I last remember being lazy.

If you want a quick and easy tool to learn and use, use Sketchup.
If you don't want to get a keygen to generate a key or look for a serial for Sketchup 8 Pro, then you can get the free version of Sketchup from Google which is a stripped down version of Sketchup Pro (Nothing that you'll care about though...). There is a REALLY nice obj exporter for Sketchup but I forgot the link to it. It's way better than Sketchup's built-in obj exporter. Also, I had other plugins that made modeling things pretty easy. There was also one that will implement a physics simulator into Sketchup.

However, if you really care about flexibility and power, use Blender. It features really nice modeling features, and it can export to a huge list of formats. Though it is really complicated (It is as sophisicated as commercial 3D programs such as 3DSMax and Maya) and will requre a steep learning curve to undestand it.

If you're new to 3D modelling, use SketchUp. It's the only editor that's really easy to use. Even if you have to pirate the pro version. There are also some plugins for the free version that allow OBJ exporting.

All other editors are way harder to use. I can't use properly any tool other than SketchUp, even though I've tried hard many times.

Same here. I have 3ds max, maya 7, blender and Sketchup. The only one I can use is google sketchup, so get that one. I mainly use the others to convert formats to other formats.

So if you're new to this things, gets Google Sketchup.

I recommend blender, however if you can get your hands on 3DSMax that would be good.
