i know this should be on nsmb hacks but i had the idea of a new hack for the game. I don't have a name or pics yet but i will update. And add a download soon, when this happens it will move to nsmb hacks. I am asking the maker of new super mario bros 3 if I can borrow sprites from it, and once i know how to use media fire. c u soon:D

This shouldn't be posted neither here nor in the NSMB Hacks section, before you release anything.
After you have some stuff to release, you can create a new Thread in the NSMB Hacks section.

And about your questions

1. The maker of NSMB3 (SKJMin) isn't been here for a while, maybe you can speak to him with a site like GBATemp or his own site

2. You can use Mediafire to register you, and then click on 'Upload files,' then you can upload every file you want, except .nds files, because it's not allowed to post them here

You can go ahead and steal everything from his hack I think. He has no reason not to let you because he stole most of them from other hacks, or got them from sites like MFGG.
